An explosion knocked out power to parts of Makati City, in the Philippines’ Metro Manila region, in the early morning hours of November 12, as Typhoon Vamco neared landfall, local news reported. Local news reports said the blast was believed to be an “electrical explosion.” PAGASA, the national weather bureau of the Philippines, warned of “destructive typhoon-force winds” and “heavy to intense” rainfall in the Metro Manila region and surrounding areas.
