Swimming's world governing body FINA has voted to restrict the participation of transgender athletes in women’s elite-level competition. The decision, passed by a vote of the FINA Congress in Budapest, means male-to-female athletes will be eligible for elite women’s competitions only if they can prove they have not experienced any part of male puberty beyond a certain stage or before the age of 12. FINA will also institute a committee to work on establishing a third 'open' category for participation in future elite-level competitions. Representatives heard a report from the body's 'transgender taskforce' - made up of leading figures in the world of medicine, law and sport, before voting.
