Over 800,000 thousand federal employees are returning to work after the longest government shutdown in the nation's history. US President Donald Trump has signed a bill to open all agencies for three weeks as negotiations begin on border security. President Trump says he is sceptical a deal can be reached before government funding expires again next month.
