Activists have condemned a report by Hong Kong's police watchdog which found the response to pro-democracy protests was within regulations. The IPCC received more than 1700 complaints relating to alleged misconduct. The report criticised demonstrators for making claims of police brutality as a 'weapon of political protest' but will look into the use of tear gas.
