A section of the northbound lane of Interstate 5 in Ferndale, Washington, was closed due to flooding early on Tuesday, November 16. An atmospheric river over the Pacific Northwest brought heavy rains and flooding to Washington starting on Sunday, the National Weather Service said. Washington Governor Jay Inslee declared a state of emergency in 14 counties, including Whatcom, on November 15. Whatcom County, which includes Ferndale, reported around 500 people had been displaced due to the severe weather. Video filmed by a Washington State Trooper shows water encroaching on the roadway at exit 262 in Ferndale. The Washington State Department of Transportation reported the left lane of I-5 was closed at the exit. Credit: @wspd7pio via Storyful
