Teenagers in France are being encouraged to spend big by President Emmanuel Macron as the nation rolls out a new, nationwide culture pass. Close to 800,000 youth will have two years to spend 300 euros on items including art materials, dance classes, books and instruments to improve their culture and learning. President Macron promised the pass as part of his 2017 presidential campaign.
