Tropical Storm Elsa rolled into the Blue Ridge Mountains in Botetourt County, Virginia, on the morning of July 8 as it moved up the East Coast. The National Hurricane Center reported on the afternoon of July 8 that the storm was bringing “heavy rains” to Virginia as it moved northeastward over North Carolina.
