Areas of Florida’s west coast were under flood warnings as Tropical Storm Elsa continued its impact on the Gulf States on July 7, dumping more than 11 inches of rain in some places, the National Weather Service (NWS) said. Thad Ferguson shared video from Pine Island, west of Cape Coral, where the storm surge was causing minor flooding on Wednesday afternoon.
