Thailand is taking its first steps to reopening to tourists with the resort of Phuket planning to allow fully vaccinated foreign visitors - from countries with low to medium COVID risk - to enter from July 1 without having to quarantine. It is hoped the island will be a model for the rest of the country and a way to restart Thailand's battered tourism industry.
